12th “Park-County-City Summit” Held in Hsinchu: Mayor Kao Hung-An Pushes for Greater Hsinchu Light Rail and Firefighter Safety Cooperation
The 12th “Park-County-City Summit” was held on January 6 at the Ambassador Hotel Hsinchu. The meeting was jointly chaired by Hsinchu Mayor Kao Hung-An, Hsinchu County Magistrate Yang Wen-Ke, Miaoli County Magistrate Chung Tung-Chin, Director-General Hu Shih-Min of the Hsinchu Science Park Bureau, and Chairman Lee Chin-Kung of the Allied Association for Science Park Industries. The summit prioritized strengthening local administrative capacity, advancing the Greater Hsinchu Light Rail project, and bolstering occupational safety cooperation for firefighters to collectively enhance regional governance and disaster resilience.
 
Mayor Kao noted that since its establishment in 2023, the “Park-County-City Summit” has held 12 meetings and proposed 75 cross-domain cooperation initiatives. These topics span transportation infrastructure, industrial development, and cultural exchange, gradually building a systematic and robust mechanism for collaboration. In addition to continuing the integrated feasibility study for the Light Rail’s Red and Blue lines, this session delved into administrative efficiency and firefighter safety, demonstrating the region’s resolve to meet the demands of a rapidly growing urban area.
 
Mayor Kao highlighted that the Executive Yuan incorporated the Greater Hsinchu Light Rail into the “Taoyuan-Hsinchu-Miaoli Silicon Valley Plan” in February 2024. By March of the same year, the City Government proactively sought central government approval to lead the integration of the Red and Blue line planning. In July 2025, Hsinchu City and County jointly applied to the Ministry of Transportation and Communications for feasibility study subsidies. During the 11th summit, the heads of Hsinchu City, Hsinchu County, and Miaoli County issued a unified call for the central government to expedite funding, ultimately securing a NT$21 million subsidy from the Railway Bureau.
 
Mayor Kao expressed her gratitude for Hsinchu County’s full support, which has allowed this vital infrastructure project to move forward smoothly. Hsinchu City and County have reached a consensus to split the local matching funds 50/50 and have included the costs in their respective annual budgets. Together, they will advance the integrated feasibility study for the Light Rail’s Red and Blue lines to improve commuting efficiency and transfer convenience across Greater Hsinchu.
